Ukrainian President Volodymyr Zelenskyy on Wednesday bestowed one of his nation's highest honors on an American tech titan, awarding Elon Musk the Order of Freedom for his role in keeping Ukraine connected — and fighting — through nearly four years of Russian aggression. According to the AP, Ukrainian President Volodymyr Zelenskyy on Wednesday awarded Elon Musk the Order of Freedom, one of Ukraine's highest state honors, for his "outstanding personal merits" in protecting human life and freedom and strengthening ties between Ukraine and the United States.

The decree, first reported by Ukrainian outlets, made clear the honor was no small gesture. "The Order of Freedom shall be awarded to Elon Musk, entrepreneur, engineer, and head of SpaceX and Tesla, United States of America," the presidential decree stated, according to Ukrainska Pravda's reporting. The Washington Post similarly confirmed Ukrainian President Volodymyr Zelenskyy on Wednesday awarded Elon Musk the Order of Freedom, one of Ukraine's highest state honors, for his "outstanding personal merits" in protecting human life and freedom and strengthening ties between Ukraine and the United States.

The AP noted that Musk, the founder of SpaceX, has become one of the most influential, and contentious, private sector figures in Ukraine's war effort, and his decision to provide Ukraine with access to Starlink, SpaceX's satellite internet network, was critical. Military.com reported that Starlink remains a communications lifeline for Ukrainian forces and civilians after Russia's full-scale invasion in 2022, with commanders and soldiers relying on satellite connectivity to communicate and coordinate operations. The AP added that the technology has been integrated into Ukraine's drone operations, helping operators maintain links with drones and navigate them over longer distances, and Ukraine's access to Starlink is the main reason for the early successes of its middle-strike drone campaign, which caught Russian forces off guard and undermined their logistics lines earlier this year. For a right-leaning readership skeptical of endless European entanglements but firmly supportive of allies resisting authoritarian aggression, the episode is a reminder that American private enterprise — not just government aid — has been decisive on the battlefield.

The award, however, arrives amid a genuinely complicated relationship. Euronews reported the honor came despite years of criticism from the South Africa-born tech mogul who has repeatedly attacked the Ukrainian president and questioned Kyiv's strategy. The outlet further noted Musk repeatedly questioned continued Western support for Ukraine and argued that Kyiv should seek a negotiated end to the war, and also criticised Zelenskyy directly and backed calls for Ukraine to hold elections despite martial law, under which national elections have been suspended since Russia launched its full-scale invasion in February 2022.

Musk's leverage over Kyiv's war effort remains a live diplomatic flashpoint. The AP reported that Starlink doesn't currently operate over Russian territory, but Zelenskyy wants Musk to reconsider the policy, which would allow Ukrainian forces to maintain satellite connectivity for longer-range drone attacks targeting Russia's military and economic infrastructure. Fortune noted that Musk has said he believes that would be a significant and dangerous escalation, Zelenskyy told reporters last week. Complicating matters further, Fortune reported a reported mix-up over whether SpaceX had approved Ukraine's use of Starlink for operations inside Russia contributed to tensions between Zelenskyy and then-Defense Minister Mykhailo Fedorov, who was the government's main interlocutor with Musk, and Fedorov was dismissed in July as part of a broader government shake-up. The outlet added that the mix-up contributed to an awkward exchange with U.S. President Donald Trump, who accused the Ukrainian president of deceiving him.

Musk himself has said little publicly about the honor. The AP reported Musk made no immediate comment on the award, which was announced by presidential decree. Whether the gesture softens Musk's stance on expanding Starlink access over Russian territory — a decision that could shape the next phase of the drone war — remains to be seen, but Kyiv's willingness to publicly honor a man who has publicly clashed with its own president underscores just how indispensable American technology and enterprise have become to the fight for Ukrainian sovereignty against Vladimir Putin's invasion.
